The council has launched a probe and want to visit Mr Starr to monitor the noise levels when he cuts his grass.: "I feel like I've been grassed up by the lawnmower nimbies." He said the only time he'd cut the lawn recently was "on a Sunday a couple of weeks back" and called the complaint "a very poor show".
Officials told Mr Starr he was under investigation for a possible breach of the Environmental Protection Act 1990.
