Division I Council will meet in October to discuss new transfer portal rule
Under current rules, players wishing to transfer may notify their schools at any time beginning with the 30-day period after the conference championship games or during the final 15 days of April . The new rule would wipe out the second transfer window, with an NCAA eligibility waiver required for those who leave their team outside the December-January period.
Should the Division I Council approve the new transfer portal rule during its October meeting, it would take effect for the 2024-25 academic year. Nearly all Oversight Committee proposals are “rubber-stamped” by the Division I Council. In addition, the NCAA has issued a blanket waiver for the 2024-25 season, exempting postseason games from the 4-game redshirt rule. Players may now participate in up to four regular-season games and all postseason games their team plays in — including conference championship games, bowl games, FCS playoff games and College Football Playoff games — without losing a year of eligibility.
According to the NCAA news release announcing the move, the change of the redshirt rule was made partly in hopes of keeping players from opting out of postseason games so that they could prepare to transfer.
