Low-income pensioners on disability benefits or providing unpaid care may be eligible for extra Pension Credit payments.
The Department for Work and Pensions has been urged by Labour MP Neil Duncan-Jordan to consider adding Attendance Allowance to the list of benefits that qualify for Winter Fuel Payments. Following the rule change, announced by Chancellor Rachel Reeves on July 29, Winter Fuel Payments will only be issued to State Pension ers in receipt of a means-tested benefit such as Pension Credit, Tax Credits or Universal Credit .

They may also get this extra Pension Credit if they are entitled to Carer’s Allowance but are not being paid it, or being paid it at a lower amount than normal, because they are being paid a higher amount by another, income-related benefit such as the State Pension - more commonly referred to as an underlying entitlement.
