He will take over from outgoing chief executive Steve Rumblelow later this year
The incoming town hall boss currently works as the assistant chief executive at Manchester City Council. The 45-year-old will take over from Steve Rumblelow, who is stepping down after 10 years at the helm.
In October last year, Steve Rumbelow announced his decision to bow out as chief executive after starting the role in 2014. The job was advertised at the end of 2024 with an annual salary of up to £200,000. “I want to be a collaborative leader but also get to the next level of detail; working out where I can help to move things forward.
James’s work at Manchester City Council included policy, public service reform and devolution. Prior to that he worked in government at the treasury and this experience has given him a strong interest in working across different service areas to deliver improved outcomes.
