Pension Age Disability Payment, a new benefit replacing Attendance Allowance, is now available for people aged State Pension or older in select Scottish council areas. The benefit expands gradually across Scotland, with nationwide rollout scheduled for April 2025.
People aged State Pension or older living in five Scottish council areas can now apply for a new disability benefit that will eventually replace Attendance Allowance across the country. This new benefit, called Pension Age Disability Payment, is available online, over the phone, or by post for those living in Argyll and Bute, Highland, Aberdeen City, Orkney, and Shetland.
From March 2025, the benefit will expand to 13 more local authority areas, with a nationwide rollout planned for April 2025. Pension Age Disability Payment operates under the same eligibility criteria as Attendance Allowance and offers two payment rates: £72.65 per week (lower rate) if you require help during the day or night, or £108.55 per week (higher rate) if you need assistance during both day and night, or if you are terminally ill.The Scottish Government emphasizes that existing Attendance Allowance claimants do not need to apply separately for Pension Age Disability Payment. Social Security Scotland will take over the administration and payment process from the Department for Work and Pensions (DWP). The DWP will continue to pay Attendance Allowance until Social Security Scotland begins the payments, and there's no need to contact the DWP to stop receiving the benefit. Guidance on mygov.scot provides comprehensive information on eligibility, application processes, available support, and post-application procedures. For those already receiving Adult Disability Payment (ADP), there's no need to switch to Pension Age Disability Payment. ADP will continue as the benefit when they reach State Pension age. Disability Living Allowance (DLA) recipients will also automatically transition to Social Security Scotland's administration. The Scottish Government states that Pension Age Disability Payment was designed in collaboration with individuals who will benefit from it and their support networks. Improvements include a streamlined process for third-party representatives to assist with communication with Social Security Scotland. Existing claimants experiencing any changes in circumstances should continue reporting them to the DWP until their transfer to Social Security Scotland is complete. For detailed information and application procedures, please visit the dedicated pages on mygov.scot. The Scottish Government offers support through VoiceAbility, an independent advocacy service funded to assist disabled individuals in accessing Social Security Scotland benefits. This free, nationwide service provides guidance and support throughout the application process
