Tens of thousands of UK motorists, particularly HGV, bus, and coach drivers, face new driving licence requirements starting February 2025. These changes, aimed at enhancing safety standards, require drivers to obtain a Driver Certificate of Professional Competence (CPC). The DVSA outlines new rules for drivers returning to professional driving after a break, offering various training options.

Tens of thousands of motorists, particularly those operating HGV s, buses, and coaches, are facing new driving licence requirements introduced by the DVSA (Driver and Vehicle Standards Agency). These changes, effective from February 2025, significantly impact professionals in the transport sector by requiring them to obtain a Driver Certificate of Professional Competence (CPC) to demonstrate their adherence to enhanced driving standards aligned with current practices and regulations.

The new rules are part of a wider government initiative, following consultations in 2023, aimed at progressively updating driver training and certification standards throughout 2024 and 2025. A key amendment coming into force in February revolves around the process for resuming professional driving after a break. With approximately 300,000 registered HGV drivers in the UK, the revised regulations carry considerable weight. Currently, if a Driver CPC expires and a driver wishes to return to driving, they must complete 35 hours of training before being allowed back on the road. This will change on February 1, 2025. From this date, drivers with expired International or National Driver CPCs (between 60 days and 2 years) will have four options. These options include the existing process of completing 35 hours of International Driver CPC training to resume driving in both the UK and Europe, or 35 hours of National Driver CPC training for driving solely within the UK. Drivers also have the choice of taking a new 7-hour 'return to driving' training module followed by an additional 28 hours of International Driver CPC training, with an extra year's 'return to driving' module to complete their training. However, the DVSA clarified that these changes will not affect drivers whose International or National Driver CPC expired more than 2 years ago, who will still require a full 35 hours of International Driver CPC training for cross-European driving or 35 hours of National Driver CPC training for UK-only driving. The DVSA emphasizes that these changes are designed to maintain high safety standards on UK roads and ensure that drivers operating HGVs, buses, and coaches are equipped with the latest knowledge and skills. The agency advises all affected drivers to familiarize themselves with the new requirements and plan accordingly to avoid any disruptions to their driving activities
