The Scottish Government is looking to implement new laws and tough licensing in order to stop the cruel practices of puppy farmers like Gary Hemming. However, with existing regulations often ignored due to a lack of enforcement, it's crucial that adequate funding be allocated for inspections and prosecutions.

Puppies tend to be an emotive subject. Like babies, they bring out the softest side in most of us. That’s why so many will feel angry at the greedy antics of puppy farmers and those who only see cash in the breeding of dogs.

Cash-strapped councils have dropped the ball in many fields – with unlicensed operators already rife in many services.
