He was previously located at Restored Reels but was moved with the latest update, likely because of the upcoming Fortnite event. If you visit Rift Beacons at this location, you can talk to the NPC to unlock a new secret quest. To get the quest, talk to Peelverine and choose the option to activate Rift Beacons. Considering that all the beacons are around the NPC, you can activate them in less than a minute to earn 80,000 XP or one Battle Pass level.
