Ministers are attempting to change the law to allow London boroughts to opt-out of future clean air schemes, as the Ulez expansion is set to come into force

Transport Secretary, Mark Harper, said the Government would back an amendment to the upcoming Levelling-Up and Regeneration Bill to make changes to the 1999 law that created the role of mayor of London.

Mr Harper said the change would “ensure that future clean air schemes cannot be introduced in London while ignoring the mandate of elected local councillors in London boroughs” – after a legal challenge from several Tory-led London boroughs failed to stop Mr Khan’s Ulez expansion. He said the changes would “bring the position in London in line” with other combined authorities in England, claiming that the existing devolution powers afforded to the mayor amount to “loopholes” created by the last Labour government.
