NHS bosses to pilot new ways of measuring performance in England, which could mean key targets being overhauled.
The four-hour target, which expects 95% of patients to be seen in time, was introduced in 2004 and has not been met since July 2015.NHS England said the current target seemed to be distorting priorities.
It pointed out large numbers of patients were admitted into hospital just before the four-hour mark, which has the effect of"stopping the clock". NHS England said hospitals appeared to be motivated by the target rather than doing what was best for the patient. The NHS will also move towards average waiting times for planned operations, such as knee and hip replacements.Cancer targets - for which there are eight separate ones - will be simplified so that there are two key targets, which incorporate a new 28-day goal for diagnosis.
Meanwhile, new targets will be introduced for mental health care with the goal of ensuring that everyone who needs urgent crisis care in the community gets it within 24 hours.
