North Korean troops were spotted constructing new positions at a guard post near the Demilitarized Zone on Wednesday, one day after the South withdrew from an agreement meant to curb tensions at the heavily fortified border.Photos published by the South Korean news site The Fact showed what it said were about 30 soldiers building new fortifications at an existing hilltop border post, their movements seen from across a river in Tanhyeon-myeon, located in South Korea's Paju region.

It was a response to North Korea sending hundreds of balloons carrying trash across the border, the South's military said.Seoul had already partially withdrawn from the understanding in November—leading Pyongyang to quit the pact altogether—after Kim Jong Un's regime launched its first spy satellite into space.That allowed the resumption of South Korean and U.S. spy flights near the border, moves that irked the North in May.
