Australian Institute of Architects NSW chapter president Adam Haddow says the state is blessed to have the design rules contained in SEPP 65: “Regulation that demands basic amenity outcomes like every bedroom having a window – not really a big ask.

Oldfield says mediocre apartments in Sydney are the product of a development model in which architects design for developers who seek to maximise their financial return. Developers aren’t happy either, blaming complicated rules that increase construction costs, reduce consumer choice and lead to cookie cutter blocks.

Mann says it is important to have basic minimum requirements for the health and safety of apartments, but design guidelines should be reformed by the Minns government “if they are serious about tackling the housing supply and affordability crisis.”
