For the Conservatives, union boss Mick Lynch is “Mick Grinch” who is plotting to ruin Christmas with. On this reading, Rishi Sunak could be the Santa Claus who steps in to save the day by persuading the unions to back down.

Instead, the focus on Whitehall is now on mitigating the impact rather than stopping it altogether. Some of Mr Sunak’s most senior aides are working on contingency plans to ensure that, trains and airports can continue functioning, while his close ally Oliver Dowden is co-ordinating the cross-Government reponse from the Cabinet Office.

Among the additions being considered are extending minimum services levels to other industries, increasing the threshold unions need to hit for a strike to be legal, and a total ban on strikes by any emergency worker. But the law will not reach Parliament before the new year and a senior Government source admitted it was not yet certain whether it would be ready in time for the end of winter.

Another Conservative source summed it up: “People keep trying to replay the 80s playbook, but it’s not the 80s any more.” They argued that unlike the Thatcher era, unions have not totally alienated the public with militant tactics – and the Government has not done the groundwork needed to take them on.

Sources close to Mr Hunt confirm that he will have to sign off on any deal to increase the pay of any part of the public sector, but insist that there is no immediate prospect of a financial settlement in any of the disputes. This week Sir Keir refused to commit to repealing the planned anti-strike laws should Labour win the next election, despite arguing against them. He, and shadow Chancellor Rachel Reeves, also refused to put a figure on what pay offer they would make to public sector workers.
