The $5 billion project, which aims to convert the racecourse into 25,000 homes, is under scrutiny due to a perceived conflict of interest arising from Minns' long-standing friendship with Australian Turf Club official Steve McMahon, where the deal was discussed in an informal meeting.
The committee, including crossbench and opposition members, reached the decision based on the Operation Keppel ruling, which previously affected former premier Gladys Berejiklian. The committee is expected to refer the matter to the Independent Commission Against Corruption (ICAC), which may investigate the potential conflict of interest
