Alberta is heading into a generation\u002Ddefining energy transition without a plan for low\u002Dcarbon, intercity transportation.
Passenger rail service has broad support across the political spectrum. Ontario’s Progressive Conservative government is pushing rail expansion in the Greater Toronto Area at the same time as the federal Liberals are moving forward on high-frequency rail service between Toronto, Ottawa, Montreal, and Quebec City. British Columbia’s NDP government is partnering with Washington and Oregon states to improve rail service between Vancouver, Seattle and Portland.
This approach has some key advantages. First, provinces are able to leverage more robust revenue tools for funding large projects than cities are. Second, federal funding for rail and regional transit projects would flow through the agency , providing more control over planning and design and ensuring that provincial priorities are met.
We could learn from their experience and adapt their models to match Alberta’s particular transportation needs. The initial mandate for this new organization would be to undertake preliminary design work for regional transit systems in Edmonton and Calgary, and a business case for frequent, reliable service between Edmonton and Calgary.Article content
