Hyndburn Borough Council are yet to grant permission for the change of use
A car sales lot next to a school has been earmarked for a job-creating MOT testing centre and vehicle repair garage. Basharat Hussain wants to convert the unit in Commercial Mill, St Paul’s Street, Oswaldtwistle.
The premises had previously been used as car repair centre. A supporting statement submitted with the planning application says: “The site is bounded by several units within the gated industrial park, residential properties to the outside of the units and commercial premises located on Union Road.“St Peter’s Primary School is located right outside the gates of the units. The new MoT test centre is to be located within the existing unit and no external changes are to be made.
“Access to the MoT test centre is via the existing gates located on St Peters Street. Careful consideration has been placed in the location of the proposal to ensure that there is no disruption to vehicular and pedestrian circulation and that site will continue to operate as existing.
