Animal shelter and education funding kept the spotlight, but ongoing new challenges cropped up with labor negotiations ongoing.
FAIRBANKS, Alaska - After weeks of finance committee meetings, the Fairbanks North Star Borough’s annual spending plan for Fiscal Year 2025 is on the books.
The amendment language withholds a $16 million FY25 appropriation to the new shelter but says that money is still intended for the project, pending a bid-ready design come December of this year. The assembly will have the chance to examine the new design and vote on the appropriation before construction contracts go out to bid.
“I’m okay with taking a pause on this, to take a slight delay in the project, if it means that this is a project that we can all get behind,” Ward said.“You have two really wildly different ideas on the shelter. One is that it’s way too expensive, and one is that it’s way too small in what it does. And there’s no way to make those two realities come together without some serious conversation about cost the services we provide,” he said.
Citing the need to draw from borough savings to increase education funding due to the failure of Prop A, Assemblymember Brett Rotermund entered a no vote for both amendments Thursday.The borough and district’s most recent calculations assume Governor Mike Dunleavy signs the state budget with its own additional one-time funding of $8 million for the FNSB school district.
The borough traditionally creates parity between its represented and non-represented employees, applying the agreements it reaches with bargaining units to non-represented workers.Without the labor contracts by July 1, the borough wouldn’t have updated terms to apply to non-represented workers’ salary and benefits.
