Planning Commission recommends approval despite widespread opposition from neighborhood residents
A proposal for 218 apartments in two, five-story buildings with separate ground-floor retail businesses won support Wednesday to replace the aging Smart & Final shopping center on the edge of Carlsbad’s downtown Village.
Several commissioners expressed reservations about the height and density of the buildings, but they repeated the often-heard observation that approval is “out of our hands” because of state laws intended to address California’s housing shortage. Carlsbad Chamber of Commerce President and CEO Bret Schanzenbach said the Smart & Final is “one of the worst performing” in California for the grocery chain, and it would have closed two years ago were not the rent reduced because of the impending development.
Project manager Jonathan Frankel said the layout places the single-story buildings along Carlsbad Village Drive for several reasons.
