A previous iteration of the plan involved 200 homes

If approved, newly submitted plans will see the major development of 129 houses built on land which was previously earmarked for 200 homes. Plans to develop on Further Clough Head, Nelson, were approved in 2017 but a smaller scale is now being proposed by developer Pearl Together.

The company is part owned by Pendle Borough Council and its stated aim is to "make Pendle a more prosperous place through delivering development and regeneration". This plan would see the homes built on land which is mostly grassed areas and originally had no built structures until the recent installation of a sub-station and initial section of access road.

The previous attempt to develop the site faced opposition locally and led to the development of the Further Clough Head Action Group which sought to "save this land from being developed by the borough council and any other developers". In the application, it is argued that the public benefits of the scheme would outweigh any harm caused.

It states: "The development offers new housing provision for the town to meet the local authority’s required housing provision. There will be a low level of harm to the setting of the conservation area but an appropriate ‘green’ buffer is still in place." Justifying the residential aspect, it adds: "Taking into account the site constraints including the steep and variable topography; the site is considered to be best suited to residential use. By using small footprints of semi-detached houses, the buildings can accommodate the extreme natural topography of the site with minimal earthworks.
