A proposal to convert the Rose and Crown Inn in Manchester into a house in multiple occupation (HMO) was rejected following 43 local objections. Concerns included parking congestion, insufficient bin space, lack of outdoor seating, and privacy issues from rooftop rooms. Council officers, however, did not agree that the area was over-concentrated with HMOs.
The proposal to convert the Rose and Crown Inn building, in Manchester Old Road, prompted strong opposition from the local community. Some 43 objections were lodged by neighbours, with concerns ranging fromwhere at least three people who are not from the same household live together with shared basic amenities such as a kitchen, bathroom or living room.
’s highways and parking teams said adding even three cars to the road would create ‘unacceptable congestion and parking issues’. As such, the lack of parking spaces proposed on-site was considered unacceptable. , the proposed backyard space was not. Officers judged the yard, which would also act as a bin area, would not ‘provide a suitable area for 12 residents to sit outside, nor dry clothes’.
Some of the bedrooms would also not have had a suitable outlook or privacy from their windows. Additionally, applicant Omair Akram had not demonstrated there would be sufficient space for the required number of bins, the authority said. Officers raised further concerns over the impact on neighbours, saying the two rooms proposed in the roof would look down on the adjoining houses, leading to unacceptable privacy issues.
On residents’ concerns there were too many HMOs in the area, however, officers disagreed. The council said there were only two other HMOs within 100m of the site, against a policy limit of four.
