The Police Service of Northern Ireland and Metropolitan Police acted illegally by spying on two Belfast journalists' to identify their sources.

A covert sting operation in 2018 targeted a civilian employee of the Northern Ireland Police Ombudsman. The journalists brought their case to the IPT at the Royal Courts of Justice in London arguing that there were repeated and unjustified attempts by the police to identify their sources. The Metropolitan Police also obtained more than 4,000 text messages and phone communications belonging to Trevor Birney, Barry McCaffrey and more than a dozen journalists working for BBC Northern Ireland's investigative TV programme Spotlight.Police documents revealed how Barry McCaffrey was repeatedly described as a "suspect" who associated with "other criminal suspects".
