The parents of a nine-year-old boy are suing the city of Oviedo, Florida and local police after officers handcuffed their child during a tantrum at school.

Body cam footage captured the nine-year-old boy kicking his feet and throwing letters around the room, before officers ask him to stand in order to handcuff him.
As the child swears at him, Moseley repeatedly tells him to ‘chill’ and to ‘stop trying to stand up’. In his report of the incident, Moseley wrote: ‘I secured using handcuffs which closed all the way down past the point where any cuff teeth were left. ‘The cuffs dangled loosely around wrists but did not allow hands out. ‘I did not let go of for fear would harm .’ The child had been throwing letters across the school’s mailroom The restraints were removed after around 13 minutes.
