Ms Credlin said there is currently a proposal before federal, state and territory attorney-generals to raise the age of criminal responsibility from 10 to 14. “Frustrated by delays in lifting the age, Victoria – where else – is now threatening to go it alone in lifting the age of criminal responsibility to 14, even though in the year to September, the Herald-Sun has got statistics and they report, 226 children aged 11 to 13 ... were charged with serious assault. 'As well, children aged 11 to 13 were charged with 120 aggravated ... burglaries with violence, 22 11 to 13-year-olds were charged with assaulting police and other uniformed personnel, nine 13-year-olds were charged with rape ... and 15 with stalking. “But if the age of criminal responsibility is raised to 14 ... none of those young people could be charged, none prosecuted, none convicted and none of course punished. 'This is justified fear among Victorian Police, should this change go ahead, they fear that older criminals will use 13-year-olds and below to do their dirty work for them because they can't be charged.”
