Proposals will see Chalk attempt to free up space by increasing the number of rapid deployment cells (pictured), which are Portakabin-style blocks providing accommodation for inmates.
Justice Secretary set to unveil a series of reforms to sentencing todayThe number of pop-up cells used to house prisoners are set to be expanded to try and solve major a overcrowding crisis in Britain's jails.
It comes as it was revealed yesterday that Chalk is also planning to make low-level offenders clean up graffiti and plant trees instead of being sent to prison. Mr Chalk yesterday said that the changes would see rapists serve their full term, removing the option of freeing them halfway through to serve the rest of their time on remand.
'There are alternatives to having low level offenders languishing in prison. Judges can make them repay their debt to society in communities – cleaning up neighbourhoods, scrubbing graffiti off walls, and even helping to plant new forests. The measures could apply to offenders including thieves and shoplifters but anyone found guilty of sexual or violent offences would be excluded, it has been reported previously.
Fury over plans to allow convicted rapists and burglars to be let out on bail The news that sex offenders and burglars could be let out on bail rather than handed an immediate custodial sentence has caused anger and disbelief among barristers, judges, and politicians across the country. Shadow secretary for justice, Shabana Mahmood, called it a 'damning indictment of the state of our prisons'.
He said: 'They are already the option of last resort. Even when the custody threshold is reached for a particular offence magistrates' will always consider alternatives. That's either a suspended sentence or a community order whether they are more appropriate and they will only pass an immediate custodial sentence if no other option is considered suitable.
Mr Franklin said: 'The first one is making sure there are suitable community sentencing options available and at the moment sometimes that is not the case. Just over half of our members say that is always the case but half of them don't say that and that shows that there is room for improvement there.
Judges and magistrates would adopt a 'presumption' that criminals facing shorter jail terms should instead receive 'robust community orders' designed to rehabilitate them 'This is an established approach which has been used by other European countries including Belgium and Norway who have moved prisoners to the Netherlands.'
Monday's announcement is expected to include a major extension of an electronic tagging scheme, the Mail understands.
