The town hall has now told the Local Democracy Reporting Service that inflation and the resultant rising cost of materials are behind the near-10 percent increase. Full details of the financial arrangements for the long-awaited scheme were agreed in a private session of a full council meeting held in October.The city authority owns and is largely funding the project, with contributions of £3.
