Vladimir Putin has proposed new rules for when Russia could use nuclear weapons.
In a thinly veiled threat to Western powers, Mr Putin said Russia could now consider an attack from a non-nuclear state that was backed by a nuclear-armed one to be a "joint attack."Speaking at a meeting of Russia's security council on Wednesday, he proposed the change to the country’s military doctrine, in what could be seen as a threat of a nuclear strike on Ukraine.
The Ukrainian president has expressed frustration, stating that his forces are fighting with their “hands tied” due to their inability to target Russian airfields and military installations, which President Vladimir Putin is using to launch deadly air raids, missile strikes, and drone attacks.Sir Keir, who is in New York for the United Nations General Assembly, said that Mr Zelensky will present his plan for the next phase of the war to his allies there.
