This announcement follows a series of missile and drone attacks that have led to widespread blackouts affecting over a million people. Putin ’s comments were interpreted as a potential threat towards Ukraine 's key governmental and diplomatic locations which have remained relatively unscathed until now.
The Russian leader has also hinted at a test deployment of the RS-26 Rubezh missile, a nuclear-capable weapon, near Dnipro. These actions come in response to Ukraine’s recent authorization to use long-range US ATACMS missiles and British Storm Shadow weapons against Russian targets.
