But the report found that despite significant progress, Qatar’s migrant workers were still “desperately exploited” by their employers, with workers put on back-to-back shifts for up to a month, receiving half their monthly salary before being dismissed without backpay, and being paid just £1 an hour.
“I knew it was illegal but there was nothing I can do. I felt like I was in jail,” he said. “The Government announced changes but in reality nothing is happening like that. They could enforce the laws but they don’t really want to. There is a difference between what they say and what they do.” What can I do? We cannot protest in another country. We worked hard in their country and now we are unemployed.Workers who have protested the failure to pay wages have in some cases faced penalties, with 300 workers who demonstrated in August in Doha being arrested and detained with at least 60 deported, according to the report.
“For the first month I wasn’t given any work, so didn’t get paid. They only gave 280 rials for food. They gave everyone a SIM card and deducted 20 rials for that.”The TUC said that the rapid growth in Qatar ahead of the World Cup had been had been “largely built by men earning poverty wages”, with an influx of low paid migrant workers brought in to build the necessary infrastructure.
“In this company it’s very difficult to change jobs. If you ask for an NOC they will create problems. They may withhold end-of-service benefits, or say you owe them something,” a security guard from Ghana told the TUC. When reached the court, the company gave in and agreed to pay the money they owed us. Now I want to go home, but there is still a lot of payment outstanding. The company owe us for return air tickets and they have not fully paid our end-of-service benefits.
