The Chancellor has now submitted overall total Whitehall budgets – known collectively as the “spending envelope” – to the Office for Budget Responsibility , Downing Street revealed on Thursday.has learnt that this will be higher than the 1 per cent real-terms increase in Whitehall spending pencilled in by then-Tory chancellor Jeremy Hunt at the Spring Budget, which was criticised by experts as a “fiscal fiction” that would be impossible to deliver in practice.
.Some unprotected departments will however continue to face spending pressures and are expected to have to make cuts – a situation which has sparked deep concern among some of the worst-affected members of the Cabinet. But now a source close to Reeves said that the Labour Government had had to redraw the spending plans inherited from the Conservatives, tellingThe Prime Minister’s official spokesman said Sir Keir Starmer and Reeves had now agreed the “major measures” of the Budget, including the “spending envelope” that sets out individual Whitehall departments’ limits.
