A well-known gastro pub has successfully navigated a planning dispute, securing permission to retain its outdoor bar . However, The Eagle and Child in Ramsbottom has been ordered to dismantle an 'unauthorised and unlawful' giant tepee utilized for hosting weddings and other events. The venue, situated on Whalley Road, erected several external structures without obtaining the necessary permits during the Covid-19 pandemic, and these structures have been operational ever since.
The tepee, with a capacity for 72 people, was the subject of a rejected planning application last year due to concerns over noise and traffic generation. Despite the pub's owners, Daniel Thwaites, describing the tepee as an 'essential part of the business', they were instructed to remove it. This week, a retrospective planning application sought the retention of an external bar where customers can enjoy drinks in the beer garden. This structure also houses a pizza oven, with Thwaites stating that this feature 'has been hugely successful', according to the Local Democracy Service reporting for the M.E.N. Permission was also sought for a covered pergola and a toilet block.Helen Binns represented the pub's operators, Daniel Thwaites, addressing the meeting. She emphasized the struggles faced by the pub sector, with pubs closing daily due to financial viability issues. She highlighted that this is particularly true for smaller establishments like The Eagle and Child. Binns stated that to survive, they've had to evolve and diversify, and if pubs are unable to do so, the risk of losing them forever is real. She underscored that the improvements outlined in the planning application, while modest in scale, offer substantial benefits to the pub.The planning committee heard from David Marno, head of development at the council. He stated that the tepee is being used as a venue in its own right, and their concern lies with that structure. Marno explained that they are taking enforcement action against it, as it remains unauthorised and unlawful. He added that the noise from the site is currently inseparable. Marno emphasized that removing the tepee would eliminate its noise contribution and significantly reduce the overall noise generated by the site. Many complaints regarding the planning application focused on parking at the pub, which was crowned UK 'Pub of the Year' in 2017 and was also named best food pub in the Manchester Food and Drinks Awards two years earlier. With space for only 11 cars, many customers park on Peel Brow and Cheshire Court. Addressing noise concerns, the pub stated that it has voluntarily operated a 10pm limit on the beer garden in recent months. The beer garden bar application received 22 objections. One objector argued that losing the tepee wouldn't solve the problems, as the external bar would still be a noise nuisance, with loud music and patrons becoming increasingly boisterous as the day and evening progressed. There were 39 letters of support sent to the council, with one stating that the pub is a good local venue and community hub, well-managed with no loud music.
