The retired Captain from the Bexar County Sheriff's Office explains that the new direct supervision style requires detention officers to constantly monitor inmates in their assigned areas. Additionally, the county's decision to buy out over 100 deputies' positions a decade ago has resulted in a shortage of manpower, putting a strain on jail supervisors
