And the main culprit for any dither and delay is not the inquiry itself but Rishi Sunak and the Cabinet Office, whose judicial review of Lady Hallett’s right to uncensored material is lobbed a huge timesuck into the process – just as it is poised to grill David Cameron and George Osborne on the impact of austerity on the UK’s preparedness for a pandemic.
