Rochester, N.Y. Mom-and-pop grocers say newly proposed state regulations will hurt their businesses.
NYS Senator Pam Helming joined businesses and grocery stores in the Rochester area Tuesday, June 11, 2024, speaking out against newly proposed state regulations on refrigeration. Under a plan from the state, all stores will be required to adopt new refrigeration standards next year for environmental reasons .
Those regulations include phasing out a group of synthetic gases often used in refrigerators and air conditioning, which would result in upgrade costs. Local store owners claim the mandate would be too soon and will be devastating for local grocers and convenience stores — many of which are located in neighborhood food deserts.
"We've all made significant investments in our businesses," said Deric West, owner of the Honeoye Falls Marketplace. "Here, we try to do a project every year where we upgrade our refrigeration and cases, so we're ensuring our cold chain and food safety. So we have a relatively moderate supermarket here, and under these proposed regulations, we would really have to take everything out — if it all goes through — and start over again.
