A campaign group in Rossendale is raising concerns about potential contamination at a new housing development site, accusing the council of approving changes to the contamination check process without proper consultation.

A dispute has erupted over potential contamination at a 130-home development site in Rossendale following a campaign group's concerns about 'unchecked changes' to a planning application. Grane Residents' Association (GRASS) in Helmshore has spoken out against the Holden Vale site, south of Grane Road, where Taylor Wimpey has planning permission for the new estate.

GRASS told a full council meeting in Rossendale that a recent Taylor Wimpey request to alter the timing of contamination checks was only approved by a small group of Rossendale Council representatives instead of the full planning committee. GRASS Secretary Liz Baker said: 'We want to ask about a change made to pre-building conditions for contamination surveys at the Holden Vale site. We recently heard that Taylor Wimpey has requested to change how they carry out surveys. 'Instead of this request going back to the council's full planning committee, we have heard it went to a small delegated group of people consisting of the council's head of planning with the chair and vice-chair of the development committee, who approved the change from a full to a phased contamination survey. 'People who live next door to the field know about the site's history and are extremely concerned about high levels of contamination. Previous contamination reports showed large quantities of caustic soda from old bleach works and a cattle burial plot. 'As always, there has been no meaningful communication and little consultation with interested groups. And councillors didn't even know it was possible to change these strict and robust pre-build conditions. We did not know conditions could be made by a small group and we were only told after the change was made. 'Once digging and pile-driving starts on the site, the contamination could be spread into the air and the water table.
