Rosatom's general director, Alexey Likhachev, had already arrived in Hanoi earlier on Monday, expressing the company's readiness to assist Vietnam in building nuclear power plants and research centers, as well as sharing and adapting Russian nuclear technology.Beyond nuclear energy, Russia and Vietnam agreed to transfer a scientific research vessel for marine research purposes.
