Russia has stated it will never initiate the use of nuclear weapons but it does not rule out first use in response to a conventional attack under certain circumstances. “It would be a small scale one to start with, a tactical or battlefield nuclear weapon, maybe mounted in a missile… If they use a small one, there might not be that much warning.”
