Sadiq Khan’s claim today that Transport for London needs a bailout to the tune of £3 billion by the end of play, or face running out of cash, is a curious situation for the mayor to find himself in — not least given that as recently as March he was still intent on keeping in place a fare-freeze pledge that has lasted since 2016.
