The San Marcos City Council backtracked on plans to limit the number of short-term rentals in residential neighborhoods, but moved ahead with other changes to ease some restrictions and add other requirements. After adopting changes to the ordinance on their first reading last month, council members voted 5-2 on Tuesday to make additional modifications during the second reading. Short-term rentals are units rented for 30 days or less, often on platforms like Airbnb and Vrbo .

Boerne, for example, requires at least 200 feet between rentals on the same side of the block in residential zones, while New Braunfels has no distance limits, but doesn't allow rentals on properties zoned as residential, requiring applicants to seek a zoning change. Six homeowners have sued New Braunfels over that restriction; the case is ongoing in federal court.

Mendoza said he was concerned about entire blocks becoming short-term rentals, citing one street with several rentals in his neighborhood of Rio Vista as an example. “At what point do you become a hotel yourself?” he asked.
