Sarah Everard inquiry to examine 'red flags' in Wayne Couzens' policing career

Sarah Everard, 33, was murdered by serving police officer Wayne Couzens

Home Secretary Priti Patel has published the terms of reference for the first phase of the Angiolini Inquiry, named after Dame Elish Angiolini QC who is leading it. The inquiry will consider the “systemic failures” that allowed Sarah Everard’s killer to be employed as a police officer. The first part of the inquiry will start soon and is intended to conclude this year to make sure the “family get the answers they need”, the Home Office said.

The inquiry will analyse documents from the Metropolitan Police, Civil Nuclear Constabulary and Kent Police as well as consider interviews, witness statements and findings from Independent Office for Police Conduct investigations. “The terms of reference agreed today for the Angiolini Inquiry are vital and will produce learning and recommendations for policing and others. I have assured Dame Elish she has my full support to ensure this inquiry gets the answers the public and the Everard family need as soon as possible.”
