His new look is part of his ploy to trick the Elves into making even more Rings, doing so under a different name than Halbrand. Despite the change in appearance, though, he is still being played by Charlie Vickers, making it unclear for now how much his disguise will succeed with everyone. It's likely that, following the events of season 1, Galadriel will inform Elrond and Celebrimbor of Halbrand's true identity, trying to dissuade them from creating any more Rings. However, since the Rings are destined to be forged, Sauron will still find a way to convince them they're required, even if they pose a key threat to Middle-earth.
