Richard Millar was caught after a joiner turned up to carry out essential repairs at the West Lothian home.

A man was caught allowing his council house to be used as a cannabis farm when a housing official attended to carry out repairs. A community estate officer from West Lothian Council had gone to Richard Millar’s home in Whitburn, West Lothian, with a joiner to carry out essential improvements.

The court was told prosecutors estimated that nearly £13,400 worth of the Class ‘B’ drug as well as a cultivation of cannabis plants with a street value ranging between £15,000 and £34,000 had been recovered. The 12 mature plants – each up to five feet tall – and the 42 seedlings brought the total value of the drugs found up to GBP63,000.
