He warns that years of budget cuts and growing demands have pushed councils to the brink. A survey by the Local Government Information Unit reveals that 20 percent of Scotland's 32 councils might increase local taxes by 10 percent or more, with all councils considering rises between 5 and 12 percent. The Accounts Commission raises concerns about councils increasingly relying on their cash reserves, describing it as unsustainable and a temporary solution to budget gaps. Despite an increase in overall revenue and capital funding for councils in 2024-25, the commission warns of continued financial challenges
