A Scottish Green MSP is calling for a nationwide ban on electric shock collars , deeming them cruel and harmful to dogs. Ross Greer is urging all political parties in the Scottish Parliament to support his proposal, which would prohibit the use of these inhumane devices for dog training . The proposed ban, set to be considered as amendments to Christine Grahame’s Welfare of Dogs ( Scotland ) Bill, would criminalize the use of shock collars to train any dog obtained by a person.

While Wales implemented a ban on shock collars in 2010, Scotland has only issued guidance against their use in 2018. Greer argues that this guidance has proven ineffective in preventing the continued harm inflicted on dogs due to the lack of a comprehensive ban. Animal welfare advocates, including the British Veterinary Association, SSPCA, and Dogs Trust, strongly support the ban, emphasizing the ineffectiveness of shock collars as a training tool. Furthermore, the Scottish Government's own Animal Welfare Commission conducted a comprehensive review in 2023 and concluded that a ban is essential.Greer passionately states, 'There is no possible justification for applying electric shocks to dogs. It is cruel and causes totally unnecessary pain and suffering.' He criticizes the government's guidance document for failing to curb the use of shock collars and expresses disappointment over their lack of response to the Animal Welfare Commission's expert report. Greer emphasizes the urgency of the situation, stating, 'I am tired of waiting, which is why I’m giving MSPs the chance to vote for a real ban today.' He appeals to the compassion of all MSPs, regardless of their political affiliation, urging them to unite in support of this crucial animal welfare measure. Greer concludes, 'The message from experts, charities and dog owners could not be clearer, dogs should not be made to suffer like this. I hope that MSPs will unite to back my proposals and that we can finally end this cruel practice for good.'
