Construction is expected to take about 16 weeks when work gets under way in Seaham later this year.
The facility will be constructed just off Seaham's Admiralty WayThe scheme, at Seaham, was backed by Durham County Council's planning committee.
Kevin Shaw, county councillor for nearby Dawdon, said it marked a significant step forward for the site.
