The report released on Wednesday concluded that the failures ahead of the rally were 'foreseeable, preventable, and directly related to the events resulting in the assassination attempt that day.' Those investigating the assassination attempt have repeatedly said drones should have been able to detect the shooter on the roof of an AGR complex building on the grounds of the Butler Farm Show grounds.But the Senate report also found that with additional resources, Secret Service engaged in other questionable actions that led to security failures at the rally that day.

The House panel is also investigating a second assassination attempt on Trump earlier this month when Secret Service agents arrested a man with a rifle hiding on the golf course at Trump's Florida club.Police snipers return fire after shots were fired at Trump while he was speaking at the Butler Farm Show

The senators recommended that the Secret Service better define roles and responsibilities before any protective event, including by designating a single individual in charge of approving all the security plans. Secret Service agents then gave investigators conflicting accounts about who was responsible for that security coverage, the report said.
