Questions have been raised over whether 'key indicators' that Ms Begum and her two school friends were at risk of being trafficked were missed.
"Importantly victims should not be punished for actions as a result of their exploitation," she added.

"Children cannot consent to being trafficked, nor can they consent to child marriage," Ms Knights said. The European Convention of Human Rights article four imposes an operational duty - to help victims and assist their rescue and recovery - and investigative duty - to identify victims and investigate crimes of trafficking.
