Shelter calls on John Swinney to provide funding to address Scotland's housing emergency, warning that new prevention duties outlined in the Scottish Government's Housing Bill risk leaving councils without the resources to implement them effectively.
Shelter made the call to mark World Homeless Day at a time more than 10,000 children are stuck living in temporary accommodation across the country.
Shelter said councils could not be expected to work harder on preventing homelessness when they were already under-resourced. "We can’t keep asking those on the frontline of the housing emergency to do more with less and expect a positive outcome. If there’s no new money to match the new duties in the housing bill then we can reasonably assume that councils, and the families at risk of losing their homes, are being left in limbo by a system that creates homelessness by design."
"That's why we will introduce a package of measures to support as many people as possible to stay in their homes and communities.
