The borough is seeing some huge changes including new developments that will form part of the ambitious £250m town centre regeneration plan
Blackburn with Darwen Borough Council is taking a proactive approach to improving housing stock and commercial properties across the two towns.
The request to ascertain if an environmental impact assessment, ahead of a full planning application being submitted, is still to be determined by Chorley Borough Council after technically falling under the authority's jurisdiction. Plans to tackle the number of Houses in Multiple Occupancy In August, Blackburn with Darwen Council unanimously approved a change in planning rules which aims to make it harder to create HMOs in the borough. The number of HMOs have rocketed in the past decade from 129 properties, including hostels, to 390. Bed spaces in 2015 were estimated at 506 and now there are around 1,170.
Ambitious plans for the site of the former Thwaites Brewery Since the iconic Thwaites tower was demolished in 2019, with the brewery moving to the Ribble Valley, the now cleared land in the heart of Blackburn town centre has been subject to much debate and discussion. A new restaurant has already recently opened and this week the council revealed changes to plans to build back Blakey Moor Terrace. Storm damage has prompted the change in direction with the terrace now set to be one large unit. There’ll also be brand new shop fronts, including an impressive frontage where the former Subway unit was, an improved area to the front of the building with increased outdoor seating and new access to the rear linking through to the new Reel Cinema.
