The city switched insurance providers, 'creating gaps in coverage that can leave even the best-intentioned policyholders entirely exposed,' the judge said.
WILLIAMSPORT—The city of Williamsport is without insurance to pay for the defense against, and any possible award, in a suit brought by a now-retired police officer who said he was bypassed for promotion as retaliation.
It was the third suit Helm filed over not being promoted. The first two claimed the long-time president of Fraternal Order of Police Lodge 29 was bypassed in retaliation for union activities. State National provided public entity liability insurance for the city from Jan. 1, 2016, to Dec. 31, 2018, when Charter Oak was retained.
The city contended the 2017 and 2018 suits were settled and the acts Helm now alleges occurred afterwards.
