Storm Boris has brought record rainfall to the continent

A 'state of natural disaster' has been declared in Europe after at least 16 people were killed by floods in Poland and the Czech Republic.

He told a news conference that one billion zlotys has been earmarked for immediate payouts.

Polish cities, including Warsaw, have called for food donations and extra support. Experts are warning of a further flood threat in Opole, a city of some 130,000 residents, where the Oder River has reached high levels, while concerns have also been raised in the city of Wroclaw, home to about 640,000 residents.
